Where can an independent music artist get album covers made?

I’m an independent music artist and cannot for the life of me find someone who does album covers/art. I know I have to get the photography done elsewhere but I need someone who can manipulate that into a good album cover. Can someone point me in the right direction? I’d appreciate it! :)
